Boulder Building Performance
The City of Boulder enacted the Boulder Building Performance Ordinance in 2015, requiring privately-owner commercial and industrial buildings and city-owned building to annually report building energy consumption and perform energy assessments or retro-commissioning activities periodically.
Energy assessments. All buildings are required to comply with the energy assessment requirements every 10 years, beginning 3 years after the first rating and reporting deadline. Buildings less than 50,000 SF are required to complete an ASHRAE Level I energy audit; buildings greater than 50,000 SF are required to complete an ASHRAE Level II energy audit and must utilize a Qualified Service Provider.
Retro-commissioning. RCx is required every 10 years, beginning 5 years after the first rating and reporting deadline. Buildings less than 50,000 SF may participate in Xcel’s energy assessment program; buildings greater than 50,000 SF must utilize a Qualified Service Provider.

Annual Rating & Reporting
Gather energy data from the local utilities; upload to EnergyStar Portfolio Manager; review property details; and report to the city on your behalf.
Energy Assessments
Conduct ASHRAE Level I or II energy audits to satisfy the energy assessment requirement of the ordinance.
Retro-Commssioning
Conduct RCx activities including field visits, identification of energy conservation measures, measurement and verification, and reporting to fulfill the RCx requirement of the ordinance.
