Boston Energy Benchmarking

The Building Emissions Reduction and Disclosure Ordinance (BERDO), adopted in 2013, pertains to residential buildings with 15 or more units, non-residential buildings greater than 20,000 SF, and any tax parcel with multiple buildings that sum to at least 20,000 SF or 15 units.

Covered buildings are required to report total energy and water usage annually, and perform third-party verification on the first year of reporting and every “verification year” as prescribed by the ordinance’s verification schedule. BERDO also requires carbon emissions compliance beginning in 2025.

Data reporting is due by May 15 each year and is based on the previous calendar year’s data. For example, a covered building would need to report 2024 consumption data by May 15, 2025.

Sheehan Engineering has been assisting clients throughout the city and has an expert level understanding of the ordinance requirements. We are an approved third-party verifier and offer tailored and full-suite services described below.

We also provide energy assessments and consulting services and can lead the effort to reduce your facility’s carbon emissions.

Annual Reporting

Gather energy and water data from local utilities; upload to EnergyStar Portfolio Manager; review property details, and report to the City of Boston on your behalf.

Verification

Provide third-party data verification services to fulfill the verification requirements. This can be performed in addition to the annual reporting requirement, or as a standalone service if you have already gathered the data yourself.

Full Suite

Do you want the process to be entirely hands off? We can facilitate the entire process A-Z by fulfilling the annual reporting requirement, leading third-party verification, and leading the effort to reduce carbon emissions.

Carbon Emissions Reductions

Lead the effort to reduce your facility’s carbon emissions and achieve or exceed the prescribed emissions targets set by BERDO.

Specialty Compliance Services

In special cases, your property may be exempt from the ordinance reporting requirements. We can review your case and provide an engineering opinion directly to the City of Boston’s benchmarking office to achieve an exemption status on your behalf.

You may also have other special circumstances, like requirements from your lender, requiring energy performance metric reporting. Contact us to discuss your case and hear how we can help you.
